Where Workforce Development Begins

Manufacturing leaders across the United States are confronting a familiar challenge. Skilled labor shortages, demographic shifts, rapid technological advancement, and increasing competition for talent have made workforce development one of the defining issues facing the industry. Companies have responded by expanding apprenticeships, strengthening internship programs, investing in recruitment, and building closer relationships with colleges and technical schools. These efforts are both necessary and valuable.

Yet they all share a common assumption. They begin at the point when individuals are preparing to enter the workforce.

Emerging research suggests they may begin too late.

Career development research has consistently demonstrated that occupational interests, self-efficacy, and academic identity begin developing during childhood and early adolescence (Bandura, 1997; Gottfredson, 2005). By middle and high school, many students have already formed beliefs about whether science, technology, engineering, mathematics, and manufacturing are fields they belong in. Those beliefs influence course selection, extracurricular participation, postsecondary aspirations, and eventually career decisions.

Viewed through this lens, workforce development is not simply an employer challenge. It is a developmental process.

Looking Beyond the Pipeline

For decades, workforce development has been described as a pipeline. The metaphor suggests a predictable progression from education into employment. While useful, it also implies that workforce preparation begins near the end of formal education.

Today’s manufacturing economy is far more complex.

Students develop interests over many years. Families influence aspirations. Teachers introduce new ways of thinking. Employers provide authentic experiences. Postsecondary institutions expand technical knowledge. Workforce organizations create additional entry points. Careers themselves increasingly involve continuous learning rather than linear progression.

Perhaps “pipeline” is no longer the most useful way to describe workforce development.

A talent ecosystem may be a more accurate framework.

Within an ecosystem, each participant contributes differently but intentionally. Schools build foundational knowledge and confidence. Industry provides relevance and authentic context. Higher education deepens technical expertise. Community organizations expand access and opportunity. None succeeds independently.

The Role of Educators

This perspective emerged repeatedly during my research examining the implementation of elementary Design & Innovation Studios in rural Indiana schools. Although the study focused on technology acceptance among educators, one finding consistently stood out.

The schools creating the strongest student experiences were not necessarily those with the newest equipment. Rather, they were the schools where educators demonstrated confidence in facilitating engineering design, inquiry, collaboration, and authentic problem solving.

Technology created opportunities.

Teachers transformed those opportunities into meaningful learning.

That distinction matters because educators influence more than academic achievement. They shape how students think about themselves.

A student who successfully designs a prototype, programs a robot, or solves an engineering challenge is not simply learning technical content. They are developing confidence. They are beginning to see themselves as someone capable of solving complex problems. Those experiences contribute to what researchers describe as STEM identity, an important predictor of continued engagement in STEM education and careers.

For manufacturing, this insight has important implications. Long before a recruiter visits a school or a student applies for an internship, teachers are helping young people develop the habits of mind modern manufacturing increasingly demands: critical thinking, collaboration, adaptability, communication, and creativity.

Perhaps educators should be viewed not only as classroom instructors but also as strategic partners in long-term talent development.

A Different Kind of Workforce Investment

Manufacturers have become exceptionally good at investing in technology. New equipment, automation, artificial intelligence, and digital systems have transformed production environments over the past several decades.

Educational partnerships deserve the same strategic attention.

Supporting schools should extend beyond equipment donations or annual career days. Investments in educator professional learning, teacher externships, curriculum development, classroom mentoring, and sustained industry partnerships strengthen the environments where future talent develops.

These investments are admittedly long-term. Their return is measured less by next quarter’s hiring numbers than by the quality and preparedness of tomorrow’s workforce.

Yet manufacturers routinely make long-term capital investments because they understand future competitiveness depends upon decisions made today.

Workforce development should be viewed through the same lens.

Building a Talent Ecosystem

This systems perspective has informed the work of Purdue University’s Indiana Manufacturing Competitiveness Center (IN-MaC).

Rather than treating outreach, educator professional development, career pathways, and innovation grants as separate initiatives, IN-MaC has intentionally designed them as interconnected components of a statewide talent ecosystem.

Design & Innovation Studios provide students with authentic engineering and advanced manufacturing experiences beginning in the elementary grades.

The Pathways System helps schools intentionally connect those experiences to high-demand careers, industry-recognized credentials, work-based learning opportunities, and postsecondary education.

The Micro-Grant Program empowers educators to develop innovative STEM experiences that are responsive to local community needs while enabling successful practices to be shared statewide.

Although these initiatives differ in purpose, they share a common objective: strengthening educator capacity while expanding student opportunity.

Expanding the Conversation

Manufacturing has transformed nearly every aspect of production through continuous improvement, systems thinking, and strategic investment.

Perhaps workforce development deserves the same systems perspective.

The evidence increasingly suggests that preparing the next generation of manufacturing professionals does not begin with recruitment. It begins with the educational experiences that shape students’ confidence, curiosity, and understanding of what is possible.

Recognizing educators as strategic partners in talent development does not diminish employers’ role. Instead, it broadens the definition of workforce development to include the individuals who help students discover engineering, innovation, and manufacturing long before they enter the labor market.

If manufacturing leaders are willing to rethink where talent development begins, they may also discover one of their most overlooked workforce investments: the teachers who inspire the future workforce every day.
