Ohio Overhauls High-School Credentials to Focus on What Employers Actually Value

The state is replacing a sprawling credential system with 70 standalone credentials and 21 approved bundles—putting greater emphasis on whether certifications actually lead students toward jobs, further training, or higher wages.

For years, career and technical education leaders have faced a deceptively simple question: Does the credential a student earns in high school actually mean anything to an employer?

Ohio is now trying to answer that question much more aggressively.

The Ohio Department of Education and Workforce has overhauled its K-12 industry-recognized credential system, replacing the old points-based approach for future graduating classes with a substantially more selective framework built around employer demand and measurable value. Beginning with the Class of 2030, students using industry-recognized credentials as part of their graduation pathway will need to earn either one of 70 approved standalone credentials or one of 21 approved credential bundles.

The significance goes well beyond Ohio.

At a time when states are pouring resources into career and technical education, work-based learning and skills-based hiring, Ohio is confronting one of CTE’s most important challenges: schools should not measure success simply by how many certificates students collect. The credentials need to carry real value outside the classroom.

From Credential Quantity to Credential Value

Industry certifications have become an increasingly visible part of American high-school CTE.

A student might graduate with certifications related to welding, machining, IT, health care, construction, automotive technology, engineering, workplace safety or dozens of other specialties.

But not all credentials are equal.

Some certifications represent substantial occupational competency and can help a graduate enter a career immediately. Others demonstrate a narrower skill. Still others may have little recognition among the employers students ultimately approach for jobs.

Ohio’s previous system attempted to account for these differences by assigning credentials point values. Students in the Classes of 2027 through 2029, for example, can generally earn the state’s Industry-Recognized Credential Seal by obtaining a 12-point credential or accumulating credentials totaling 12 points within a career field.

The Class of 2030 changes that approach.

Instead of simply accumulating enough points, a student will need a credential deemed strong enough to stand on its own, or an intentionally designed bundle of credentials that collectively represents meaningful occupational preparation.

That distinction matters.

It changes the underlying question from:

How many credentials did the student earn?

to:

What can the student actually do with them?

More Than 1,000 Education, Workforce and Business Leaders Weighed In

Ohio did not develop the new list entirely within the education system.

According to the Department of Education and Workforce, the state collected input from more than 1,000 education, workforce and business leaders while evaluating the existing credentials. The K-12 Industry-Recognized Credential Review Committee then adopted the revised list.

Ohio Department of Education and Workforce Director Stephen D. Dackin said the goal is to connect what schools offer with what employers actually need.

“Filling gaps in the workforce means listening to educators, school leaders, and employers so candidates are better suited to fit what is needed on the job.”

The department says the streamlined system is intended to reflect real-world value for students as well as employers.

That employer involvement is particularly important because an industry credential is essentially a signal.

When an employer sees a certification on an applicant’s résumé, the employer should be able to infer that the student possesses a recognized level of knowledge or skill.

If employers do not recognize or value the credential, that signal becomes considerably weaker.

Ohio Is Actually Measuring Credential Value

Perhaps the most interesting part of Ohio’s new system is not simply that the credential list became smaller.

It is the way the state says credentials are being evaluated.

Ohio has created a data dashboard and an 18-point value framework used to assess industry-recognized credentials. The state’s review committee used those scores when determining which credentials could qualify as standalone credentials and which would need to be combined into bundles.

That introduces a level of accountability that could become increasingly important nationally.

CTE programs are often evaluated using measures such as enrollment, course completion and credential attainment. All are useful indicators.

But none automatically proves that the credential itself has labor-market value.

A school can theoretically produce an impressive number of certifications while students still leave without qualifications employers particularly want.

Ohio’s approach pushes the system toward a harder outcome to measure but a much more important one: whether students are earning credentials connected to genuine economic opportunity.

Research Suggests Some Credentials Pay Off Far More Than Others

Ohio’s changes arrive at an especially interesting moment.

Earlier this year, research conducted by Jay Plasman of The Ohio State University for the Thomas B. Fordham Institute examined what happened to Ohio students after they earned industry-recognized credentials in high school.

The findings help explain why credential quality deserves greater scrutiny.

The study found considerable differences between credential areas.

Seven years after high school, students earning credentials in several fields were making more than otherwise similar students who completed related CTE coursework but did not earn the credential. Particularly notable results appeared in construction, transportation and manufacturing, where credential holders showed earnings differences exceeding 20 percent in the analysis. Smaller positive differences appeared in areas including IT, health, business, agriculture, engineering and law and public safety.

But the findings were not universally positive.

Some credentials were associated with little economic advantage, while a handful were connected with lower earnings among credential earners in the study. Researchers also caution that the analysis does not establish that the credential itself caused the higher earnings.

That nuance may be one of the most important lessons for CTE policymakers.

Calling something an industry-recognized credential does not automatically make it valuable.

The real question is which industry recognizes it—and what opportunities it unlocks.

Manufacturing, Construction and Skilled Trades Could Benefit

The Ohio initiative has particular relevance for employers struggling to develop skilled-worker pipelines.

Advanced manufacturers, construction companies, transportation firms and skilled-trades employers regularly report difficulty finding workers with the technical competencies necessary for modern jobs.

Ohio is explicitly directing significant workforce-credential funding toward areas including information technology, advanced manufacturing and skilled trades.

For the 2025-26 and 2026-27 school years, the state appropriated $16 million annually for Innovative Workforce Incentive Program payments, with qualifying credentials generating a $725 incentive payment.

That means credential reform is not merely a paperwork exercise.

It can influence which programs districts develop, which certifications instructors teach toward, which equipment schools purchase and ultimately which skills students spend classroom and laboratory time developing.

For employers, the potential benefit is straightforward: a clearer credential system could make high-school certifications more useful during recruiting.

A credential should ideally tell a hiring manager:

This student has demonstrated a specific skill set that our industry recognizes.

The Change Could Affect CTE Equipment and Curriculum Decisions

There is another important consequence for technical educators and the companies that supply school laboratories.

When states change which credentials they recognize, those decisions can eventually reshape curriculum.

A machining instructor may need equipment aligned with a particular certification.

An IT program may reorganize coursework around a newly prioritized credential.

A construction program may combine several narrower certifications into a state-approved bundle.

An advanced-manufacturing pathway might invest more heavily in CNC machining, industrial maintenance, robotics, automation or other competencies tied to high-value credentials.

That creates a powerful feedback loop:

Employer demand → state credential recognition → CTE curriculum → laboratory equipment → student skills → employer hiring.

When that loop works properly, CTE becomes much more responsive to actual regional economies.

When it does not, schools risk preparing students for credentials employers barely notice.

Schools Still Have Time to Adjust

The new system does not immediately eliminate the existing credential pathway for every Ohio high-school student.

Students in the Classes of 2027, 2028 and 2029 can continue using the legacy credential points system. The new requirements apply to students entering ninth grade after July 1, 2026 and therefore become the standard for the Class of 2030 and later cohorts.

That gives districts, career centers and CTE instructors time to examine their programs.

It also gives credential providers another avenue for inclusion.

Ohio opened an application process on Aug. 1 for organizations seeking approval of new credentials or credential bundles, with the current application period running through Oct. 31, 2026.

That is important because the list is not intended to remain static.

Technology changes.

Occupations change.

Employer requirements change.

A credential that has substantial value today may eventually become outdated, while certifications associated with emerging technologies may become increasingly important.

More Than 540,000 Credentials Have Already Been Earned

Ohio has considerable scale behind the initiative.

Since 2019, Ohio high-school students have earned more than 540,000 industry-recognized credentials, according to the state. More than 59,800 credentials have also been earned through the Innovative Workforce Incentive Program since its launch.

Those numbers illustrate why credential quality matters.

At that level of participation, even relatively small improvements in the alignment between education and employment could affect thousands of students and employers.

Conversely, directing students toward low-value credentials at scale could consume enormous amounts of instructional time and public funding without producing comparable workforce benefits.

The goal therefore cannot simply be to increase the credential count indefinitely.

The better metric may be how many students leave high school possessing skills and certifications that materially improve their next opportunity.

A Model Other States Will Be Watching

The larger story is not that Ohio removed certifications from a list.

It is that the state is attempting to establish a more demanding definition of career readiness.

For years, policymakers have promoted industry-recognized credentials as one answer to the gap between high-school education and employment. But the rapid expansion of credential programs has created another question:

Who determines whether a credential actually deserves to be called industry recognized?

Ohio’s answer is increasingly clear: employers, workforce data and student outcomes should have a substantial role.

That principle could influence CTE policy well beyond the state’s borders.

For technical educators, it also provides an important reminder. The goal of certification should never be the certificate itself.

A credential is valuable when it verifies meaningful skills, is recognized by employers and helps a student take the next step—whether that is an apprenticeship, a technical college, additional training or a good first job.

Ohio is now restructuring its high-school credential system around that idea.

And other states may soon face the same question:

Are we counting credentials—or are we creating careers?
